MCAR-1 Definitions and Abbreviations

The regulation that supplies the meaning of the terms used in every other MCAR — how to read a definition, and the terms most often confused.

Regulatory course · MCAR-1 Issue 5.00 · Interactive e-learning with narration

Introduction

MCAR-1 Definitions and Abbreviations contains the definitions of the terms used in the other Maldivian Civil Aviation Regulations. Issue 5.00 was adopted by the Maldives Civil Aviation Authority under the Maldives Civil Aviation Act 2/2012 and came into force on 17 April 2025, repealing the version dated 20 February 2022. It has two parts: a list of abbreviations and symbols, and around 120 pages of general definitions. The other regulations rely on it: their terms and abbreviations carry the MCAR-1 meaning unless the context requires otherwise.

This narrated, interactive course does not read the dictionary from A to Z. It first explains how MCAR-1 works and how to read a definition, including the language of compliance. It then teaches the most important terms in thematic groups — aircraft and categories, airworthiness and maintenance, operations and crew, personnel and licensing, aerodromes, airspace and air traffic services, and safety, occurrences and oversight — with a focus on the terms that are most often confused, using tap-to-reveal glossaries and matching activities.

Time to complete: 2.0 hours, including the knowledge checks and the final assessment. Learners can stop at any time and resume where they left off.

Who is the course for?

  • New staff joining an air operator, maintenance, training or continuing airworthiness organisation
  • Licensed engineers, pilots, cabin crew and air traffic services personnel who work with the MCARs
  • Quality, compliance and safety managers who write or audit manuals and procedures
  • Trainees and students on ZAA regulatory and licensing courses
  • Aerodrome, ground handling and flight operations staff
  • Anyone who needs to read Maldivian Civil Aviation Regulations with confidence

What is the benefit of this course?

  • Understand how MCAR-1 supplies the meaning of the terms used across all the MCARs
  • Read a definition correctly, taking account of its context, notes and source
  • Tell apart commonly confused terms, such as movement area and manoeuvring area, or revalidation and renewal
  • Use the correct terms for aircraft, airworthiness, operations, licensing, aerodromes and air traffic services
  • Classify occurrences and oversight activities using the defined terms
  • Write and review manuals and procedures with consistent, accurate terminology

Learning objectives

By the end of this course, delegates will be able to:

  1. Explain the status of MCAR-1, where it sits among the MCARs and how its definitions apply to the other regulations.
  2. Read a definition correctly, using its context qualifiers, notes and sources, and avoid look-alike abbreviations.
  3. Distinguish the language of compliance: AMC, guidance material, certification specifications, approved and accepted.
  4. Classify aircraft by category, type, size and complexity.
  5. Use the airworthiness and maintenance terms precisely, from airworthy to the minimum equipment list.
  6. Distinguish the kinds of operation, the crew roles, and flight time, duty and rest.
  7. Apply the licensing, training and medical terms used for aviation personnel.
  8. Distinguish aerodrome, airspace and air traffic service terms, and classify occurrences and oversight activities.
